Mr. Reese is a Partner and head of the Firm’s Tampa Office. Like his colleagues, Mr. Reese devotes his practice exclusively to protecting private property rights, focusing primarily on litigation and appeals.

Mr. Reese represents clients throughout the State of Florida and has litigated cases in the Second, Third, Fifth, Sixth, Tenth, Eleventh, Twelfth, Thirteenth, Fifteenth, Nineteenth, and Twentieth Judicial Circuit Courts, the First, Second, and Fifth District Courts of Appeal, the Federal District Court for the Middle District of Florida, Eleventh Circuit Court of Appeals, and before DOAH and various local government tribunals. He is also licensed in the United States Supreme Court.

Ryan received an undergraduate and graduate degree from the University of Illinois, then moved to Florida to attend Stetson University College of Law. There, he graduated with honors and completed its Honor’s Program, and served as Chair of the Student Leadership Development Committee. Ryan was also a member of the Stetson Law Review, where he authored several digests published in the Recent Developments Journal, as well as an article on wrongful death damages, which earned him the Elizabeth A. Leeman award for most outstanding student publication.

Mr. Reese's practice focuses primarily on eminent domain defense and inverse condemnation/Bert Harris actions. His experience also includes easement, boundary, and title disputes, condominium matters, land-use, zoning, and exaction issues, as well as due process and other constitutional claims. He has represented clients from pre-suit negotiation all the way to appeal in both state and federal court.

Mr. Reese was named in the 2023 edition of The Best Lawyers in America, the oldest and most respected peer review publication in the legal profession, and recognized by SuperLawyers.com.

Mr. Reese is currently a Vice Chair of the Florida Bar 'Eminent Domain Committee,' active Chair of the Hillsborough County Bar Association 'Eminent Domain Section,' and has previously served on the 13th Judicial Circuit Pro Bono Committee. He is a graduate of the Hillsborough County Bar Association's 'Bar Leadership Institute' (BLI) Class of 2019.

Mr. Reese has also served as a speaker or panelist on legal topics related to private property and Co-Authored Chapter 13 (Inverse Condemnation) of the 'Florida Eminent Domain Practice and Procedure,' handbook.
